Tripartite refers to something composed of three parts. In the context of Sierra Leone, a new tripartite agreement is set to bring significant changes, promising benefits that will positively impact the country.

Components of the Tripartite Agreement

The tripartite arrangement involves:

  1. The Sierra Leone People’s Party (SLPP) – Currently in power.
  2. The All People’s Congress (APC) – The main opposition party.
  3. International Community and Local Human Rights Organizations – Including various international bodies and Sierra Leonean human rights groups.

Purpose of the Tripartite Committee

The committee was formed to address longstanding issues in the electoral laws of Sierra Leone. Since the establishment of true democracy in the country, every presidential election from 1996 has faced legal challenges, with the 2023 election being an exception. Dr. Samura Kamara, the APC presidential candidate, refrained from filing a petition, possibly out of concern for karma or public perception.

In previous elections, such as in 2012, President Bio (then the opposition candidate) took his case to the Supreme Court after losing to Ernest Koroma. However, the case was dismissed due to procedural technicalities, highlighting flaws in the electoral process.

Key Reforms Expected from the Tripartite Committee

  1. Filing Period for Petitions: The Public Elections Act previously allowed only a short period for filing election petitions (7 working days in 2012 and 14 in 2018). This will be extended to ensure adequate time for legal challenges.
  2. Fixed Election Dates: The current law allows the sitting president to determine election dates and extend their tenure, as was the case when former President Ernest Bai Koroma extended his term by a year. The committee will recommend fixed election dates every five years to prevent such extensions.
  3. Election Integrity: The committee aims to close loopholes and ensure that elections are conducted fairly, transparently, and without manipulation of dates.

The recommendations from the Tripartite Committee are expected to be welcomed across Sierra Leone, bringing lasting peace and electoral integrity to the nation.
