An Exclusive Interview with Ishmael Kamara on Protecting Digital Financial Systems

When Sierra Leone introduced electronic vouchers into its agricultural subsidy program, the move was seen as a step toward modernization. But for Ishmael Kamara IT Project Manager, cybersecurity professional, and now Senior IT Technician in Virginia the experience became a defining lesson in how digital financial systems succeed, fail, and evolve.

In this interview, Kamara reflects on his role in the AGROVATE Electronic Voucher System, what the project revealed about digital risk, and how those lessons now shape his work in cybersecurity and technology‑risk management.

Q: You worked on Sierra Leone’s AGROVATE Electronic Voucher System. What was the main goal of that platform?

Kamara: AGROVATE was created to make the agricultural subsidy process more efficient. Instead of manual records, farmers were registered electronically, dealers processed voucher payments digitally, and the Ministry could track everything through real‑time system logs. It brought structure and transparency to a program that involved billions of leones.

Q: What exactly was your role in the project?

Kamara: I coordinated the implementation as an IT Project Manager with Niche Technologies Ltd. That meant supporting requirements, working with developers, training users, and helping government stakeholders understand how the system worked. I was essentially the link between the technology and the people relying on it.

Q: The Ministry later reported a duplicated‑transaction issue. What did that reveal?

Kamara: It showed that digital risk isn’t always about hackers. A simple application behavior using the back button after a successful sale could restore a farmer’s balance and allow another transaction. Because the system kept detailed logs, the issue was detected and corrected. But it was a clear reminder that cybersecurity also includes transaction logic, audit trails, and exception monitoring.

Q: Did that experience influence your move into cybersecurity?

 Kamara: Absolutely. Seeing how a small flaw could affect financial records made me want to understand how to build systems that prevent those issues. That’s what led me to pursue my master’s degree in cybersecurity at George Mason University and earn my Security+ certification.

Q: You later worked on other digital‑payment platforms. How did those shape your perspective?

Kamara: Projects like ECHIT and Smart Pay gave me broader experience with electronic payments implementation, training, stakeholder coordination. They reinforced the idea that digital financial systems must be secure, reliable, and governed properly.

Q: What is your focus now?

 Kamara: I’m focused on cybersecurity and technology‑risk management, especially for digital financial systems. Whether it’s agriculture, banking, fintech, or government benefits, the principles are the same: protect information, manage access, detect abnormal activity, and maintain accurate records.

Q: What’s the biggest lesson from AGROVATE?

Kamara: Digital transformation doesn’t end at launch. A system must maintain accurate balances, create usable audit trails, and identify exceptions. My role wasn’t about building the platform it was about helping institutions use it safely. And that experience taught me how implementation and security work together to strengthen public trust in digital financial services.
